I'm not a big fan of Global Warming religious terms. I take it that "energy budget" is the change in the "energy balance"? I believe this change is caused by either "radiative forcing" or "climate forcing" (depending on the sect) and that there is a "tipping point" that is either approaching or has already passed because it's "already too late" (depending on the sect).

The variable components of air affect the rate energy is recieved from the sun and the rate heat radiates away from the planet.

In any significant manner? The "rate" by at which energy arrives from the sun is the speed of light. The rate thermal radiation escapes the earth is also the speed of light. You state pretty clearly that these "variable components" of air "affect" this rate which means either:

A) it speeds it up, accelerating it beyond the speed of light, or

B) slows the EM down such that it travels more slowly than the speed of light.

So which is it. I just want to be specific.
