This is about the ozone hole, not GHGs. And India is the largest single source of bootleg CFC's so it is no surprise that they would balk at another major shift in cooling technology.

No surprise that they have half of the world's slavery!

What to do with India?

"But in doing so, they become trapped in a cycle where people are forced to sell their labor for no or meager wages to the same employer."

Wage slaves. Just like in the US and Canada. And the problem is growing as the income gap widens.

But not technically slavery which includes people AS property, not just being forced to work for low wages.

It is an ethical question that the 'moneyed elite' spawned by ending the 'fair day's wage for a fair days work' paradigm of the 'new deal' to make being poor the FAULT of the poor (implying that they just have to work HARDER or SMARTER to succeed).
