It's an amendment designed to stall, if not wreck, a vote on the main bill.
Labor is trying to take a bow for "helping" with a poisoned pill.

Not quite. The whole thing, given how the Guardian wrote it up, made it sound like that, but the way it's being presented by the Labour Party is kind of different. It's actually trying to shove the 'poison pill' part into the future where they can talk it to death later and get the bill passed now.
The Guardian really, really, really needs some better writers.
