U.S. Supreme Court vacated lower court ruling, finding against Bellei in 1971. Provision under which Bellei was denaturalized was repealed (Public Law 95-432) by Congress in 1978.
I'm not certain of the applicable Section of the INS regulations. It may have been changed while I wasn't paying attention, but legal residency must be maintained in U.S. territory to vote, taxes must be paid, etc.

The only "cultural norms" that matter are a firm commitment to the value of the individual, individual sovereignty, pluralism, diversity, tolerance, inclusion, and a dedication to as much individual freedom for each person as we can figure out how to provide. These are the core culture of America.

I know where that particular set of very selective stats comes from. You need to find a less slanted source for your data.

I worked caring for those who had become infected long before ANYONE knew there was such a microbe as HIV. I stopped counting the deaths of people I personally knew at 160.

I held almost 60 of them in my arms and blessed them as they breathed their last. One was my own Dad, who was infected by a blood transfusion during an operation for a strangulated hernia, years before anyone knew there was an infection in the blood supply. He also had a non-AIDS related cancer and Alzheimers. I took a number of years off from my profession to care for him in his own home (as he wished).

The human dimension is crucial.

When is it right and proper for a small group of people to force their will on a larger group who views there life style as hygienically, spiritually and morally wrong? The core cultural norm in Russia says that this behavior {I speak of homosexuality of coarse} while tolerated in when done in private is not proper in public. America is becoming culturally bankrupt because of this type of thing. Just because you view morality as “Nonsense” does not mean everyone else does.

Again, I know where you get those stats and they are not valid. Some are outdated. Some partial truths. Some are skewed because of where they are gathered. For example, The Centers for Disease Control and Prevention (CDC) in Atlanta gets it's data mostly from selected free clinics and public hospitals around the Nation that serve the inner-city poor. The CDCP's data collection protocols are skewed to find ONLY what they are looking for, not what is actually there. It doesn't count all the gay people who aren't homeless, denizens of skidrows, bath houses and drug dens.

The populations they DO describe are the same ones ALWAYS most prone to all manner of illness. They are all the maladies of the poor, the outcast, the homeless. Malnutrition, drugs, prostitution. All of these contribute, and are concentrated in the areas around these hospitals and clinics.

Kids kicked out of their fundamentalist homes for being gay, end up the victims of alcohol and drug addiction, prostitution, etc. They come from the South and rural areas where backwardness and fundamentalist thinking are common. They flee to the big cities, full of the self-hatreds they have had pounded into them from birth. They self-destruct.

Others are young and rebellious, with that illusion of immortality that is characteristic of middle and late adolescence. Why does every culture make them their soldiers? We have a saying: "Young, dumb and full of cum." It is part of the insanity of adolescence. Teens are reckless.

Hepatitis, HIV, most STDs, etc. are all transmissible through almost any form of fluid exchange.

The hardest and most tragic part of this problem is that these kids, hurt by their families and authority figures, stop trusting authority completely. Even hate it. They are rightly angry at the betrayal and rejection by those who were supposed to love them. Their very reasonable anger and resentment add energy to the confusion within them. The alcohol and drugs become a way to ease the hurt, to make the park bench or concrete step they are sleeping on seem a bit softer. This makes them all the more vulnerable to those who will prey on them, gay or hetero. From the drug dealers who just want the money they will commit crimes to get, to the pimps and panderers, to the gang leaders who just want some more muscle, these kids are in a living hell they never deserved. Certainly not just because they had a crush on another boy in school back in the hick town they came from.

If you are angry enough, in deep enough despair, HIV or the other STDs seem pale by comparison to the pain inside and the fear that the horror outside won't let them show. Any appearance of weakness or lack of confidence is crushed. The latency periods of HIV, HepA/B/C etc. are so long that it just isn't real to them ... and they won't listen to us because we are authority. Authority that will just betray them all over again, they feel. The hurt and anger blot out reason.

These are children. Children.

Those that find their way and survive long enough to start lives away from the slums find themselves infected.

This is changing as things change for gay kids. Fewer beatings and abuse cases. Fewer runaways. But now the demographic is shifting from the white American gay kids to the immigrant gay kids who are already hiding from deportation. Also a problem are the inner-city Black kids who've been dropping out of school, hanging with gangs, etc. They won't listen to authority either. SO now THEY are the fastest-growing segment of the population contracting HIV and HEP.

Don't over-play that Oyy card. The research is far too preliminary, and there are far, far too many living exceptions. Mostly, it's a proposed answer to a problem that only bigotry says is there.
