First, a society MUST have strict laws in place against practicing homosexuality.

Second, the people MUST be educated (stating in elementary school) that homosexuality is socially unacceptable behavior and will not be tolerated.

But everyone isn't gay are they? Homosexuality has been around for millions of years. The only reason you here more about it now is because the world is accepting and less ignorant.
