The issue, in part, is figuring out who is without violating their rights under the Constitutions of the State of Arizona and the United States.

THe issue is, in part, funding a prison system already stripped of all accreditation and currently in violation of multiple court orders that is run by someone who has been sued so many times for killing people who haven't even had a trial yet to see if they were guilty of the crimes they are in jail awaiting trial on that he has no budget to pay for the jails he has currently -- excluding the fact he still needs to pay his department on top of that.

ANd their are several other issues as well, but those are my biggest ones, right after the whole racists thing.

And there is no obligation to show ID to authorities in the US. If you have it on you and it is requested, you have to show it, but you are not required to have it on you.
