Since HIV is mot airborne nor infectious through casual, quarantine of those infected isn't medically necessary and since that is one of the criteria necessary for the state to exercise its authority, even removing the restrictions against it can't make it happen. When you get right down to it, there is absolutely no rationale for what they are doing, it's just our Republicans being complete dicks, because there is not enough votes to stop them.

This is Kansas, for our religious flavored social conservative Republicans, the instinct to be right bastards to the folk they are morally offended by pre-dates the Baggers by a generation or more. We the voters had just enough common sense not to give them enough power to finally make their wet dreams come true. This was a bit they had been chomping at for years and years, the Tea Party merely provided enough useful idiots to finally vote all the pieces together to take it off. We've now given them a two year opportunity to indulge themselves and legislation like this is just the start.
