Similarly, he pushed decision authority back towards Congress regarding Syria in such a manner that would not scuttle the very necessary War Powers Act which has been sorely abused, and become a hallmark of the overreaching of the increasingly "Imperial Presidency".
When the historians and political analysts finally get around to a distanced perspective on Mr. Obama, this effort to return as far as possible to the Enumerated Powers will be one of the signature elements defining his Presidency.
