Then why did they permit a married clergy for MOST of their history if they are "unchanging" ? And until recently, weren't the past 472 consecutive Popes Italian ?

No it's not. The RCC is roughly 2000 years old, and they permitted a married clergy for the FIRST 1000+ years of the church's existence, which is MORE THAN HALF of their existence, which is DEFINED AS 'MOST".

The Eastern church allows it today.

Rome formally outlawed married clergy at the 1st Lateran Council(1125), and restated it at the Second Lateran Council(1139) and the Council of Trent(1545–64)... BUT it was first outlawed by the Spanish Council of Elvira(295-302), and again at the Council of Carthage(390).

So the correct answer ranges from "more than that" to "not even close".

You were supposed to laugh, but you failed to get the joke.

The unchanging aspect of RCC is its self-imposed detachment from the environment it lives in. There are few lengths to which it would not go to sustain orthodoxy. Or whatever it says is orthodoxy at the moment.
