You don't seem to have learned the government can indeed pass laws that infringe fundamental rights of citizens. The legal issue is that there must be a sufficiently compelling reason that's related to the goal the law is trying to achieve (based on a tier of tests that depend on the nature of the right and what classes or groups of citizens are impacted) to withstand a constitutional challenge based on due process and/or equal protection.
This ain't one of those laws....
