A politician can only vote based on what THEY believe to be true, and based on the growing and changing knowledge they have on various topics, and not on what every voter might demand. There is no way to determine what every voter even WANTS, on every issue.

And, sometimes politicians go in firmly believing something, and learn that they are wrong. Should they pretend otherwise, to pander to some of the voters, while lying to the rest?

If the voters don't like the decisions they make while in office, they vote them out next round.

That's how it works.

Hopefully, elected officials represent all of their constituents, not merely those who vote for them.

A fairly good case can be made that Portman's change of heart is fully consistent with the change of heart of his constituents.
