Ruidoso Utilities Director Randall Camp leaned against the podium last week. He knew he would be up there for a while as he went over the major water supply projects facing the village.

Most of this stuff should have been fixed years ago and the damage from the storms and fires should have been anticipated with a plan in place.
Looks like a sh*tload of failure to me.

What could you do to plan for a hurricane to hold together and hit the south central mountains of New Mexico. What you do to plan for a fire to burn the whole watershed above a community? Cut all the trees before it burnt? Please there was a lot that should have done to replace lines as they aged but planning for the unknown is impossible and a waste of money. You would end up planning for the wrong unknown event.
