Much of the decent tax base fled Columbus to the various suburbs due to mandatory busing in 1977. The unstable residents of areas like this cannot afford the upkeep and property taxes so you have urban blight which always follows White Flight.

These are always the unintended consequences of liberalism / socialism and why socialism always fails given enough time.
