Resistance genes do exist in some populations at very low frequencies and by nonrandom selection, the resistance trait is selected. Resistance can also result from mutation and selection for that mutation. Both cases are evolution.

Genetic drift is more likely to result in the loss of any existing resistance genes due to their low frequency.
