L.A. apartment tenants would pay full quake retrofit costs under plan
L.A. building owners can pass on only 50% of the costs of seismic upgrades, but Councilman Bernard C. Parks wants to increase that to 100%.

No matter what, these buildings need to be retrofitted, and soon. A minimal rent increase over 20 years for tenants is nothing compared to how awful it would be to be killed/maimed/injured due to an earthquake.

Do you realize how much it will cost tenants to retrofit those dumps? Even then, they would be no match for a major quake!!

San Francisco was able to do it this way, it says so in the article.

Until the next "big one" hits San Francisco and the entire city is leveled! It's totally insane to live near a fault line.

its totally insane to live in los angeles.. the 10 is going to be destroyed near palm springs exit. the 15 is going to be destroyed just past the 395 cut off. the 14 is going to be destroyed at palmdale. the 5 is going to be destroyed at gorman, the 101 in ventura will probably be washed out by broken dams above canyon country.
apartment buildings will collapse.. most brick structures have already been done.. there are some concrete structures that should have been torn down..
don't just have 3 days of food and water .. have 3 weeks of food and water.. plus trash bags to place in the toilet for #2 , cat litter to wizz into.
the 1857 quake shook for 5 to 7 minutes.. made the lower colorado run backwards. caused massive land slides in various areas. caused the earth to shift over 20 feet to the north on the west side of the fault.
who is going to inspect for termite damaged buildings. where there is almost nothing holding the building up.. and dry rotted structures.
be glad you live in so cal.. yes.. people will die.. not as many as are killed each year in car accidents if most people are lucky.
if everybody gets out and cleans up the debris in the streets.. then the debris around their properties.. just stack it neatly.. some can be reused.. have leather work gloves ready.. shovels and sledge hammers. prybars.. flashlights and batteries.
in their home.. install the UPS uninteruptable power supplies to power bedside lamps, so you have light when the power goes out.
the rubberized drawer liner material placed under objects will stop them from sliding. under computers, monitors, printers, cable boxes.. TVs. filing cabinets if on smooth floors.
and.. when the shaking stops.. lean over and whisper in your wifes ear. "Did the earth move for you also"
