Act I Scene I: Plans were in place to destroy that evil cocaine the cops had illegally seized when for some unexplained mysterious reason the cocaine disappeared. A funny thing happened on the way to disposing of that bad illegal cocaine that cops illegally seized. But don't worry, the "acting" chief will put his elite drug unit on the case of the mysteriously missing cocaine. Turn in next week, when the cops raid an "open market" a "drug depot" for drug dealers in which no drugs are found. Another very mysterious case.
