Wish I could just leave my trash at the curb. How about the city just mulch it right there and let the homeowner use it in their yard? I know, makes too much sense.

In the city you can leave your trash at the curb - in a bag or can with the appropriate sticker. I assume this is like the leaf pickup. If they pick up in bulk, and centrally process it, it is more cost effective than landfilling it as waste.
