Anyone have the RD ordinance? They seem somewhat elusive.

Here is the Ruidoso ordinance:

Sec. 58-45. Placing advertising matter in or on vehicles.
It shall be unlawful for any person, whether a licensed billposter or not, to distribute handbills, circulars, dodgers, pamphlets, cards, pictures or any advertising matter of any kind whatsoever by placing the advertising matter in or upon any motor vehicle standing or parked in the public streets of the village in such a manner as to cause such items to be blown about and become litter.

The chief might want to speak to ALL of the elements before making such a statement. But, then again, it is his right to get into the mix as well.

Dick Swenor calls "No Bail Out Tax" flyers litter. It is too bad Mr. Swenor did not mind litter on the back side of Ruidoso Downs Race Track when he was head of security.
The back side of the race track was a dumping ground for all the grooms, beer cans and beer bottles. The muck bins were used by the grooms for TOILETS. I guess Mr. Swenor never knew the racing commission rule, "That liquor or beer is not allowed on the back side of ANY race track".
I am glad Mr. Swenor has learned so much about litter, since he left the race track.
Dick, the No Bail Out Tax flyers, are NOT litter. They are words about YOUR EX boss, R D Hubbard, trying to rape the people of Lincoln County, with their clothes on.I was on the back side for Twenty (20) years, Dick, don't try to sell taxpayers of Lincoln County bull dung, and tell them it is chocolate pudding.:}

There might be a law but I think political speech is the most protected speech no matter how crazy.I think the ACLU would be able to answer that ?

I am still waiting for someone to tell me about any private owned casino being bailed out by county tax payers. Blaming the Indians is running out of steam and does not help the pro tax people's cause. The Indian casinos give money to the Indian people. The Ruidoso Downs Race Track and Casino want to take money from the Lincoln County people. It is too bad the Mescaleros do not own Billy the Kid casino and race track.
R. D. Hubbard is not going to MOVE anywhere. He is king of the road in Ruidoso and Alto. Anywhere else, he would be just another guy. Do you think he is going to give up his pedestal and move. I do not, think so.

It may be against the law to place flyers on a vehicle, on public streets. Walmart parking lot is not a public street.

So DICK, you are "familiar" with the law? Did you just become "familiar" with the law or were you "familiar" with it when you were so hesitant and derelict to enforce it when you were in a position to.

DICK, do you place the importance on the fliers above community crimes like murder and burglary or below them because I don't remember you making a public statement about what was going on on the real crime front when you were in charge?

DICK, when you have a suspicious death with a fire arm involved, do you run the serial numbers on the gun? If you don't do it for six months and then you do it with the wrong numbers, do you run it again? If you run it the second time with the wrong numbers again do you just drop it and call it good?
