Hampton dog tethering law begins Jan. 1
The City Council passed the ban during a July meeting and delayed its enforcement for nearly six months, citing the need to educate pet owners about the new rules.

So Hampton calls tethering:
“something (as a rope or chain) by which an animal is fastened so that it can range only within a set radius.”
So this includes leashes. Since Hampton has a leash law they now have two laws which contradict each other. AND now when I'm working out in the yard and my dog wants to lay in the sun with me she can't because I'm a responsible dog owner and don't want her wondering into the neighbor's yard to do her business. So Hampton would rather make a mindless decision rather than address the real issue which is jerks who own, neglect and abuse animals. Thanks Hampton for making this city just a little more undesirable to live in.
