Of course they don't. They would go extinct in the next 10 years, because everyone in Russia is a criminal.

Russia doesn't need death penalty. Putin can kill anyone it wants.

stop trying to "understand" the murders, rapists, and molesters. i will only agree on no death penalty if the criminals are given to the victim's family to do as they wish.

Now there's an idea. However, there should be a provision in this instance to make sure that the rapists, mujrderers and molesters get life in maximum security prison, so they can't get out and rape, murder and molest more innocent people. What about the families who would forgive these rapists, murders and molesters.
We have to make sure they can't continue hurting someonelse's families.
