Yet the worst polluter relative to power output in California is a Natural Gas plant. The missing issue is EFFICIENCY. THere are gas turbines (GE) that give 62% combined cycle thermal efficiency, yet we sell them to Japan because US energy companies are quite happy with 30% efficiency.
