California Law requires you to wear a Helmet when riding a Motorcycle.
Florida Law Does Not Require you to wear a Helmet when riding a Motorcycle.
This is as simple as I can make the obvious differences between what the States can do vs the Federal gov.
"The Emergency Medical Treatment and Active Labor Act (EMTALA)[1] is a U.S. Act of Congress passed in 1986 as part of the Consolidated Omnibus Budget Reconciliation Act (COBRA). It requires hospitals to provide care to anyone needing emergency healthcare treatment regardless of citizenship, legal status or ability to pay. There are no reimbursement provisions. Participating hospitals may only transfer or discharge patients needing emergency treatment under their own informed consent, after stabilization, or when their condition requires transfer to a hospital better equipped to administer the treatment." Ronnie Raygun signed this into law-Thank you Prez Raygun

EMTALA applies to "participating hospitals." The statute defines "participating hospitals" as those that accept payment from the Department of Health and Human Services, Centers for Medicare and Medicaid Services (CMS) under the Medicare program.[2] However, in practical terms, EMTALA applies to virtually all hospitals in the U.S., with the exception of the Shriners Hospitals for Children, Indian Health Service hospitals, and Veterans Affairs hospitals.[citation

In a 5-4 ruling, the high court decided the individual mandate requiring people to have health insurance is valid as a tax, even though it is impermissible under the Constitution's commerce clause.

As expected. The individual mandate was Republican idea put forth by the GOP to prevent socialism----those of us who are insured have historically paid for the costs of the uninsured. HOWEVER, they could not officially call it a 'tax' to cater to their base.
Now EVERYONE has to pick up the costs of providing healthcare in this country. A major victory to both sides Republican and Democrats.
Of course, the RINOs will whine as always because they didn't want to pay for their share of the costs.

No Matter What Court Decides, Health Care Law Has ‘Got to Go,’ Romney Says

Mr. Romney, speaking to a raucous and energetic crowd of several hundred, said that whether or not the court deems the government’s health care plan constitutional,“we already know it’s bad policy, and it’s got to go.”
Mr. Romney, who already previewed his possible responses to Thursday’s decision at a campaign stop in Salem on Tuesday, again offered a glimpse into how he plans to proceed after hearing the court’s ruling.
“And so if the court upholds it, if they say, look, it passes the Constitution, it still is bad policy, and that’ll mean if I’m elected we are going to repeal it and replace it,” Mr. Romney said.“And if on the other hand, the court strikes it down, they’ll be doing some of my work for me. I won’t have to repeal it, but I’ll still have to replace it, and I will.”
