This essentially changes the wording in to be able to “Ration” care by calling it something else.
Don't think for one second that I didn't fact check it before I posted it. I had already read that articles in fact check but the source for fact check came from the CBO which is notoriously wrong on many issues! This is why I cited the Cato Institute which has a long history of non-biased reports and statistics. Perhaps you should use them as well.
Sorry, but you just can't change words to make them mean what you want them to. The law is clear no matter how much Cato wants to obfuscate and confuse it. Cato is far from "non-biased", being the flagship of libertarian think-tanks and an advocacy group that began its life as the Charles Koch Foundation in 1974.

On the other hand, the Congressional Budget Office has a long history of non-partisanship as it provides analysis of economic data and proposed legislation to Congress. The Director is appointed jointly by the Speaker of the House and the President Pro-tem of the Senate. CBO doesn't engage in advocacy. They simply report accurate as possible information upon request.

Big difference.
