Measuring Mooching
Nancy Folbre is an economics professor at the University of Massachusetts, Amherst.

Much political debate in the United States today boils down to one deceptively simple question: who are the moochers?
Consider two meanings embedded in the dictionary definition of the verb “mooch”: 1. To obtain or try to get something free of charge and 2. To steal; filch.

A recent book by Charles Sykes,“A Nation of Moochers: America’s Addiction to Getting Something for Nothing,” asserts that many Americans, both rich and poor, finagle benefits they don’t deserve. Unfortunately, deservingness is not defined. As Laura Vanderkam pointed out in a discerning review in The Wall Street Journal, Mr. Sykes seems to suggest that the low-income elderly deserve Medicaid assistance, but that low-income parents and children do not.
A more nuanced version of the deservingness problem shows up in a recent blog post by the Harvard economist Gregory Mankiw, who called attention to a recent Congressional Budget Office report showing that government transfers, net of federal taxes, were greater than market income for the bottom three quintiles of all households ranked by market income in 2009.
Professor Mankiw concluded that the lowest 20 percent of families were receiving $3 in government benefits for every dollar they earned and that the middle quintile “having long been a net contributor to the funding of government, is now a net recipient of government largess.”
First, a ranking of households by market income puts households with retirees, young children, the sick and disabled at the bottom. We shouldn’t be surprised that net government transfers to these groups exceed their market income. As the C.B.O. report points out, almost two-thirds of the benefits received by the bottom quintile came from Social Security and Medicare.
Estimates by Arloc Sherman of the Center for Budget and Policy Priorities, based on Current Population Survey data on market income, show that about 50 percent of people in the bottom quintile were under 18 or over age 65, compared with about 25 percent for the top quintile.
Similarly, households with children receiving benefits are producing future taxpayers — who are likely to be healthier, better educated and more productive as a result of government spending on them. Most beneficiaries of the earned-income tax credit receive it for two consecutive years or less, while their children are young.
Market income is not the only measure of economic contributions. Parents and others who care for children or other dependent family members may not pay taxes, but they provide services that government would be likely to provide if they were withdrawn — as in more funding for orphanages, foster care and nursing homes.
Second, earnings were low in the bottom quintiles largely as a result of involuntary joblessness. Mr. Sherman’s estimates show unemployment (active job hunters as a share of the labor force) at 35 percent in the bottom quintile, compared with about 9 percent in the middle quintile and 4 percent in the top quintile.
The economist Jared Bernstein rightfully points to the C.B.O. estimates of net transfers as evidence that government policies were successful in blunting the impact of the Great Recession on the most vulnerable members of our society.
Indeed, an estimate of state and local taxes paid by the middle quintile in 2009, based on Mr. Sherman’s calculations using Census Bureau tax estimates, comes to $2,858 — enough to nudge their average total taxes paid ($10,558) above the value of the government transfers they received ($10,400).

Very clearly and decisively, the people know best to do for themselves as that is the only way --Romney & Ryan, being the 2012 change.

The utmost measures people have to take to elect the new future, definitely vest on the responsibilities and mature rationality of all the people to go ahead to getting this done.

Romney-Ryan would be the perfect future for USA. Romney and Ryan can forge ahead what needed to be done to move ahead for US people. The critical phrase of US people facing is beyond economics, as there is not any intrinsical value or message of any benefits shown by Obama and Biden.
As of present time, Obama-Biden acts restrict freedom value of people's belief, including religion and social freedom of preferences of choice of all walks of life, as they dictate that people have to be mixed and be mixed up, to shuffle against many people's sentiments, in order to actualize integration.

Only Romney and Ryan can open up the broad scope of avenue for all free choices for all people, in regard to welcoming, or rejecting unwanted elements--like association with drug lords and so on.

Mr. Romney had demonstrated as a viable statesman in his overseas trip. Unlike the way of Obama speaking as if he looks like sleeping during speech all the time, Romney spoke eloquently in England, Poland and Isreal.

Romney aspired matters by being communicative and alert all the time WHEN GOING ON A FOREIGN TRIP, showing his functioning ability as a president would.

Obama has not conducted any work in economic recovery by making the destruction of existing and future economics of all freedom people.

It appears Obama is short of ability --in comparison to Romney, due to Obama's lacking capable skills and effective communication.

Obama has shown dismal weight in his stand and deposition. Obama cannot exhibit like a remarkable figure.

Somehow, Obama has been leading some people astray, owing to lacking any performance in his public acts. Obama regards the importance for private intimacy acts with spouse or kins, more than the working tasks of doing public policy and enactment. Any public figure should take aside the moments of intimacy gestures during a basketball game or other unrelated activities, to concentrate in the performing public position of the job, including the president.

It is time for those people who have been feeling confused because of Obama, to wake up to the consciousness.

It is time to be embracing a new future, in order to become constructive and productive, to be guided by the next President and Vice President-- Romney and Ryan for 2012--to be elected.
