If Michael Vick was regarded as one of the elite QBs in the league then why do you suppose Atlanta went 47 and 48 while he played there

Your anger is misguided. Jerry Angelo is in charge of Personnel. He decides who is on the team and who gets paid what. Lovie just coaches them. Benson and Grossman are forced on us because Angelo doesn't want to face the fact he cannot draft or evaluate offensive talent. The organization fields a team based on who gets paid what and when they were selected instead of who performs the best on game day.
Until the Bears are run by real football people instead of the descendants of real football people who only care about money... we will be mediocre.
Do oyu really believe that an NFL coach would allow someone else to dictate to him to who plays? Smith has too much pride to take orders as well as 3 more years on his contract.

It's called chain of command. Angelo is the boss, Lovie will do as told or be fired. It happens every day in the NFL and every other sports league. Why do you think Bill Parcells demanded control of all Football operations? So he wouldn't be saddled with some other guys players and forced to win with guys who stink. The head coach (unless he has personnel control) is dictated to who to play based on salary/draft status. That is a fact. Do you not watch sports much?
