Some of the information in this article is misleading. The FSSA employees mentioned handle much more than just the "process[ing of] welfare applications".
Once public assistance applications have been authorized, the workers must do periodic recertification interviews to make sure the assistance group is still eligible for assistance. They must process any changes that're reported or that the worker becomes aware of in the assistance group's circumstances, such as: changes of address, household composition, employment, etc. This requires them to send out requests for information. Workers answer questions by phone, mail & sometimes in person. They resolve problems with benefits. They refer people to other agencies & services as needed. And a myriad of other tasks.

Oh, and by the way, the privatization of the Division of Family Resources isn't going well. Children, the elderly & the disabled are going without benefits b/c the company that got the windfall from the governor won't hire enough personnel to get the work done. A couple of months before privatization took effect, ACS had promised workers that they would hire enough people to get the job done, but they weren't truthful. Now they're telling their workers that they cannot hire more workers b/c they must be accountable to their shareholders. Once again, money rules. Public assistance should NOT be a for- profit venture!!!!! The way society takes care of it's vulnerable citizens tells a lot about society. And, the way a state's governor takes care of the state's vulnerable citizens tells a lot about the governor.
