Lots of reasons for the second gulf war, none of which would have transpired without the reson that started the first. Think tanks can think away forever, but had Saddam never invaded Kuwait there would have been a first or second gulf war.
Saddam's attempt to instantiate oil trade in other than American dollars , was the straw that broke the camels back. But without his invasion of Kuwait and subsequent UN rulings on WMDs and his defiance to UN Inspectors , the whole game of cards falls apart.
Saddam like Hitler caused the whole damn thing when he invaded Kuwait! Or in Hitlers case ...Poland.

He didn't want the people to have any rallying points, organization etc. Poland serves as a perfect example. The Polish liberation movement from the USSR was centered on the Catholic Church and labor unions.
