Actually, no one advocated that slaves be counted as 3/5 of a man for purposes of congressional representation. The southern states wanted to count them as a full human, even though they wouldn't get a vote. The northern states wanted them to not be counted at all since they didn't get to vote. The "3/5" was the compromise hammered out to get the Constitution accepted north and south.
