The U.N.'s top official for children and armed conflicts says the use of child soldiers and violence against children is commonplace in South Sudan's year of warfare.
Leila Zerrougui said during a stop in Kenya on Monday that the U.N. Security Council will debate the South Sudan child soldier situation next month. She said there is a lot of concern about the practice.
Human Rights Watch this week said South Sudan's government used children in fighting this month in Bentiu and Rubkona. Witnesses told the group that they saw dozens of armed children in military uniform.

Handing out money to those who have no intention of rising above their current positions and in many cases are the product of generations of welfare recipients, is not the answer.
If you would have advocated that for these poor to receive such benefits that they would have to perform at least 20 hours of service... ie: trash pickup, sweeping the streets, cleaning public parks and the like, I might actually agree. But it appears that your answer is to just continue to supply them with funds, all under the auspice that the money gets back into the economy.
But then one has to ask ... if they produce nothing, and only return to the economy which they take ... how is this money best spent by the recipients of welfare and not by the taxpayer who actually earned it?

While conservatives tend to be law and order supporters, there is growing concern about the militarization of local police. Look to Ferguson, MO where policemen who spend their days writing speeding tickets were clad in armor, behind helmets and shields, riding in armored personnel carriers with guns mounted on top.

Conservatives have long lamented the buildup of armaments and stockpiling of bullets by the Department of Homeland Security. The media has mostly treated these conservative concerns with derision. Suddenly, last week, when reporters were detained by the police in Ferguson, MO, the media had to pay attention to the militarization of the police and overkill by local police forces.

Given what happened in Ferguson, the community had every right to be angry. The police bungled their handling of the matter, became very defensive, and behaved more like a paramilitary unit than a police force. Property damage and violence by the citizenry cannot be excused, but is also the result of a community seeing those who are to protect and serve instead suiting up and playing soldier.

Congress passed the Posse Comitatus Act in 1878 as Reconstruction came to end. The law ended the military’s ability to enforce laws on domestic soil. The police had to be used. But since September 11, 2001, many police departments in the country have turned themselves into mini-militaries. It used to be just a SWAT team ready to take on bad guys.
More and more the police are suiting up to contain and control the population they are supposed to serve. Not a week goes by without encountering horrific stories of police abuse. In Dallas, TX, the independent school district has a SWAT team. In New York, a man died after police put him in a choke hold for the high crime of selling cigarettes.

With the rise of terrorism in the United States, major metropolitan areas may need police trained to serve occasionally as paramilitary outfits. But not all police forces are major metropolitan areas.

The odds of a young white man being shot by the police in similar circumstances to Michael Brown are not as high as those of a young black man. But we should not need to have a young white man shot and killed for the rest of the nation to pay attention to the issue.

In a court proceeding Wednesday, U.S. District Judge Amy Berman Jackson set an Oct. 1 deadline for producing the list to the House Oversight and Government Reform Committee.
The Justice Department says the documents should remain confidential and President Barack Obama has invoked executive privilege in an effort to protect them from public disclosure.
The House panel says the Justice Department documents might explain why the department took nearly a year to admit that federal agents had engaged in a controversial law enforcement tactic known as gun-walking.
The Justice Department has long prohibited the risky practice. But the Bureau of Alcohol, Tobacco, Firearms and Explosives used it with disastrous results in a federal law enforcement probe in Arizona, Operation Fast and Furious.
In the operation, federal agents permitted illicitly purchased weapons to be transported unimpeded in an effort to track them to high-level arms traffickers.
Federal agents lost control of some 2,000 weapons and many of them wound up at crime scenes in Mexico and the U.S. Two of the guns were found at the scene of the December 2010 slaying of border agent Brian Terry near the Arizona border city of Nogales.
After Wednesday's court proceeding, Justice Department spokeswoman Emily Pierce said that "we are pleased the judge recognized that executive privilege includes a deliberative process beyond presidential communications" -- a point the department has been arguing in its dispute with Congress.
In court papers, the Justice Department has said that if the courts were to reject a confidentiality claim, Congress could have unfettered access to all information from the executive branch of government aside from presidential communications.
Such a development would be in contravention of the constitutional separation of powers and over two centuries of dealings between the legislative and executive branches, the department said.
The need for some confidentiality in the executive branch is particularly strong in the current case, which involves a congressional demand for information that would reveal the process by which the executive responds to congressional inquiries, the Obama administration added.
Rep. Darrell Issa, R-Calif., the chairman of the House panel, said that the privilege log "will bring us closer to finding out why the Justice Department hid behind false denials in the wake of reckless conduct that contributed to the violent deaths of border patrol agent Brian Terry and countless Mexican citizens."
Congress is trying to get documents that were created after Feb. 4, 2011 -- the day the Justice Department told Sen. Chuck Grassley that ATF "makes every effort to interdict weapons that have been purchased illegally and prevent their transportation to Mexico."
Grassley is the ranking Republican on the Senate Judiciary Committee. In a follow-up on May 2, 2011, the Justice Department told Grassley that "it remains our understanding that ATF's Operation Fast and Furious did not knowingly permit straw buyers to take guns into Mexico."
Three days later, a senior Justice Department official informed the committee that "there's a there there" with respect to the congressional investigation.
On Dec. 2, 2011, the Justice Department withdrew the original Feb. 4 letter which denied that gun-walking had taken place. Jackson, the judge in the current case, is an appointee of President Barack Obama.
