Didn't Obama change the mandate requirements for some and not others? The date is affixed in the ACA law. A president can't amend a law. Of course, our stupid congress won't rescind the order which they have a right to do. Of course, there are obstructionists in the Senate who wouldn't vote on legal mandate delays.

so civil rights belong to the states? how is that not social , or people issues?
