California Drought Emergency Declared By Governor Jerry Brown

""SAN FRANCISCO -- California Gov. Jerry Brown spoke to reporters on Friday morning to declare a drought emergency for the state, which had its driest year in recorded history in 2013.

"Today I'm declaring a drought in the state of California," said Brown. "We're facing perhaps the worst drought California has ever seen since records began being kept about 100 years ago."

Brown's declaration was mostly symbolic. The governor called for a 20 percent voluntary reduction in water use for all citizens "in both rural areas and cities." However, "we're certainly holding out for mandatory conservation," he said.

"There's not a government program that can totally compensate for the lack of rain," he said. "Hopefully it will rain eventually, but in the meantime we all have to do our part."

Brown's decision comes after months of pressure from lawmakers to declare a drought. The official announcement could affect how California's water is distributed and provide the basis for setting formal guidelines for farmers, businesses and residents to cut back.

The governor presented a graph showing the year's dismal precipitation, as well as photos comparing the Sierra Nevada snowpack today versus one year ago.

The culprit of the drought is a massive high-pressure zone off the West Coast that has been blocking Pacific storms for over a year. Eleven states including Colorado, New Mexico, Nevada, Kansas, Texas, Utah, Arkansas, Hawaii, Idaho, Oklahoma and California have already been designated primary natural disaster areas by federal inspectors due to the drought.

At a press conference earlier this week, Brown signaled the announcement would be coming.

"It's coming within the next few days," he said. "But don't think that a letter from the governor's office is going to affect the rain."""

Western U.S. Drought Prompts Disaster Declarations In 11 States

""LAS VEGAS (AP)— Federal officials have designated portions of 11 drought-ridden western and central states as primary natural disaster areas, highlighting the financial strain the lack of rain is likely to bring to farmers in those regions.

The announcement by the U.S. Department of Agriculture on Wednesday included counties in Colorado, New Mexico, Nevada, Kansas, Texas, Utah, Arkansas, Hawaii, Idaho, Oklahoma and California.

The designation means eligible farmers can qualify for low-interest emergency loans from the department.

Agriculture Secretary Tom Vilsack said he and President Obama want to ensure that agriculture remains a bright spot in the nation's economy.

"USDA stands with you and your communities when severe weather and natural disasters threaten to disrupt your livelihood." he said in statement.

Counties adjacent to those affected also are eligible for assistance.

While storms have dumped rain and snow in the East, droughts are persisting or intensifying in the West, according to officials connected with the U.S. Drought Monitor, an index on which the USDA's declarations are based. A ridge of high pressure is to blame for keeping storms off the Pacific coast and guiding them to the East.

"What we're seeing meteorologically is a blocking pattern that is deflecting all the storms," said Brian Fuchs, a climatologist with the Lincoln, Neb.-based National Drought Mitigation Center. "There really hasn't been a lot of indication that this pattern is breaking down."

Poor snowpack is threatening regions dependent on major western rivers, and no amount of wet winter weather in the East can ease the pain, officials said.

"Once you cross the Rockies, nothing on the East is going to help you," Fuchs said.

The dry weather could mean an active fire season. Southern California had an early taste of that with a blaze that started Thursday morning in the foothills of the San Gabriel Mountains and forced nearly 2,000 people to evacuate. At least two homes were burned.

Three men were arrested on suspicious of recklessly starting a fire. They're accused of tossing paper into a campfire in the dangerously windy and dry conditions.

"We don't say the drought causes the fires," Fuchs said. "But when you have fire season and drought, you'll see more fire."""

Funny how Obama's initial "outrage" came across as so sincere and the promise "to get to the bottom" of each and every one of those scandals came across as so convincing but then simply blew away - like the liberal media's yesterday's news - until they were long forgotten and suddenly "phony". Beijing Air Pollution At Dangerously High Levels

"" Beijing's skyscrapers receded into a dense gray smog Thursday as the capital saw the season's first wave of extremely dangerous pollution, with the concentration of toxic small particles registering more than two dozen times the level considered safe.

The air took on an acrid odor, and many of the city's commuters wore industrial strength face masks as they hurried to work.

"I couldn't see the tall buildings across the street this morning," said a traffic coordinator at a busy Beijing intersection who gave only his surname, Zhang. "The smog has gotten worse in the last two to three years. I often cough, and my nose is always irritated. But what can you do? I drink more water to help my body discharge the toxins."

The city's air quality is often poor, especially in winter when stagnant weather patterns combine with an increase in coal-burning to exacerbate other forms of pollution and create periods of heavy smog for days at a time. But the readings early Thursday for particles of PM2.5 pollution marked the first ones of the season above 500 micrograms per cubic meter.

The density of PM2.5 was about 350 to 500 micrograms, and had reached as high as 671 at 4 a.m. at a monitoring post at the U.S. Embassy in Beijing. That is about 26 times as high as the 25 micrograms considered safe by the World Health Organization, and was the highest reading since January 2013.

Serious air pollution plagues most major Chinese cities, where environmental protection has been long sacrificed for the sake of economic development. Coal burning and car emissions are major sources of pollution. In recent years, China has beefed up regulations and pledged financial resources to fight pollution.

In the far northeastern city of Harbin, some monitoring sites reported PM 2.5 rates of up to 1,000 micrograms in October, when the winter heating season kicked off. In December, dirty air gripped the coastal city of Shanghai and its neighboring provinces for days, with the density of PM 2.5 exceeding 600.

Beijing authorities said the haze on Thursday has reduced the visibility to several hundred meters (yards) and that the severe pollution is likely to continue through Friday.""
