Lake effect snow because Lake Michigan is not frozen and with the circular rotation of the storm the winds are blowing from east to west, meaningless as to how it relates to global warming/cooling.

Although this is interesting,'1979' being the point of interest -

Lake Michigan will only ice over 11% of our winters. In fact it hasn’t nearly frozen over since 1979. Since the lake has a north-south orientation the southern portions of the lake tend to stay warmer than the north.

The Constitution is very explicit where it grants the federal government the authority to use the standing armed forces of the United States to insert itself into any state matters. Here's the exact authority the Constitution gives the President:

Article IV Section. 4.

"The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence."

Here, in plain English, it says the state's legislature must authorize any use of federal troops within any state, or the governor when the state's legislature cannot be convened.
Period. End of statement. End of discussioin.

Got a problem with the Constitution? Well, we'll just have to fight over it.
