If Obama gives Petrobras the money to buy the BP oil reserves in the US, and every other company has to dig into their own pockets to bid against Petrobras, doesn't that:
1) Give the national oil company an unfair advantage?
2) Reduce the negotiated sale price?(You'd actually have to know something about how commerce works in a capitalist system to answer this one.)
Why is Petrobras the only oil company Obama is subsidizing?

A big challenge in Brasil is, after you make a discovery, keeping it. All leases reacquired by the state go straight to Petrobras. Petrobras is obviously setting aside a huge sum of money. Everyone in the industry thinks it's to buy the US Gulf of Mexico deepwater reserves operated by BP.
