None of those companies are big in California. Kaiser Permanente, Anthem Blue Cross and Blue Shield of California are our major players and all are expected to participate. I could be wrong but as far as I know, none of those others contract with government agencies here in California.

Kaiser Permanente is an HMO, by definition crummy medical care.
