CIA is part of the State Department. Orders were given to elements in the Department of Defense. The State Department cannot give orders to the Defense Department, idiot. The connection between the State Department and the Department of Defense is the White House, moron. Those orders came from the White House.

And, where was Obama when all this was happening? We still haven't got an answer for that. Perhaps he was doing the same thing as when the SEALs killed bin Laden and he didn't even have a clue the mission was happening.(If he an Vallerie Jarrett did know the mission was going to happen, the most likely outcome would probably have been the same as what happened on the very next "secret" mission of SEAL Team Six after the bin Laden mission.
