What happened among children in a bathroom of Public School 194 in Harlem was unspeakable. How the adults failed them all was appalling.

The Daily News reports that a fifth-grade boy and two third-grade boys forced a third-grade boy to perform oral sex in the school bathroom in 2012. The fifth-grader is believed to have been about 12; the third-graders were 8.

While pre-pubescent sexual assaults are blessedly rare, there is evidence that school administrators might have expected this one — and thus spared its victim the trauma he suffered.

The fifth-grader had been accused of sexually abusing a classmate, a girl, two years earlier, when both were in third grade.

There is scant doubt the perpetrator is an extremely disturbed child, yet he was allowed to remain in the school. What was done for and about him are among numerous issues that Chancellor Dennis Walcott must investigate.

PS 194 is classified as “PERSISTENTLY DANGEROUS.” At the first incident, the principal was Charyn Koppelson, who was reprimanded for failing to tell supervisors about her drunken driving arrest in 2008 and disciplined in 2011 for failing to report that EMS had been summoned to aid a student.

The Education Department removed Koppelson last year, reassigning her to serve as a fill-in principal. For Walcott: If Koppelson was not fit for dismissal, what principal or what teacher is?

Walcott must also examine the actions of Koppelson’s replacement, Josephine Bazan, and guidance counselor Alicia Blackwood after the victimized 8-year-old reported the assault.

Bazan left it to the boy’s mother to call police, whose intervention placed the fifth- and third-graders in Family Court. Blackwood, meanwhile, recommended 10- and five-day suspensions.

That call was woefully absurd. Punishment is not the issue when young children initiate or are pressed into sexually aberrant behavior. Instead, the situation called for psychiatric study and close scrutiny of HOME lives. Walcott must identify all the failures and determine whether protocols are up to preventing a recurrence of such a horror.

The lack of such apparently presented serious hurdles for some of those reviewing some of those "STOP HERE if" pages, especially when the figuring was Already presented-as in NO further IRS "STOP HERE if" attention was required.

Scandal Fever Is Making Fox News Even More Demented Than Usual

It must be a terrible burden to have to manage as many trumped up scandals as Fox News is currently struggling with. The sheer volume of fabricated nonsense to manufacture and inventory would be a strain on any propaganda outfit. But the pressure is showing now as Fox appears unable to function under the weight of the task. Take a look at these recent schizoid episodes they have belched out:

On the Fox Business Network, their anchor Lou Dobbs hosted a panel to discuss the state of women in the workplace and the results of a new poll that shows more American women are the primary earners in their families. In order to have a balanced debate on this subject, Fox invited only men to participate. But after you hear what one of those men said, you’ll understand why women weren’t necessary:

Consequently, Fox is committed to having only males weigh in on the subjects of working women, reproductive rights, domestic violence, etc.

Next up is a story Fox did about the number of times Douglas Shulman, the IRS commissioner, visited the White House. Of Course, there should be nothing suspicious about a critical economic adviser spending time with other administration officials as they seek to restore the nation’s economy. But like everything else they do, Fox is only focused on turning this into a nefarious scheme of some sort. So they tally up the number of visits and imply that the frequency represents something other than devotion to duty:

Unfortunately for Fox, their own source, the notoriously disreputable Daily Caller (which is run by Fox contributor Tucker Carlson) contradicts the very premise they sought to prove. After making a federal case out of the visits attributed to Shulman, the Daily Caller correctly notes that…

“The visitor logs do not give a complete picture of White House access. Some high-level officials get cleared for access and do not have to sign in during visits [...] it is probable that the vast majority of visits by major Cabinet members do not end up in the public record.”

In other words…never mind. We don’t know what the heck we’re talking about. Which is surprising because this isn’t the first time that right-wing media tried to build these logs into a conflagration and failed to ignite any sparks. Back in 2009 there was an effort to tie the President to ACORN by reporting that ACORN CEO Bertha Lewis had visited the White House a few weeks before that phony scandal erupted. As it turned out, it was a different Bertha Lewis, but nobody at Fox or their source (Breitbart News) bothered to verify the information. In fact, we still don’t know if the Douglas Shulman on the logs is the IRS commissioner.

Finally, the most disturbing evidence that Fox is suffering severe symptoms of dementia was demonstrated in this segment of Fox & Friends when the hosts interviewed John Bolton about why National Security Adviser Tom Donilon was AWOL on the night of the attacks in Benghazi. They stated flatly that Donilon was absent for the crisis, even while they showed a photo alongside Bolton of a White House meeting that clearly included Donilon.

This is pretty much what we can expect from Fox News for the duration of this scandal season. They are obviously over their heads and unable to steer a steady course. They either need some extended rest or a significant increase in the dosage of their meds. This should at least provide a lesson to them for the future: Don’t make up more scandals than you are capable of handling.

An analysis by The Daily Caller of the White House’s public “visitor access records” showed that every current and former member of President Obama’s Cabinet would have had to rack up at least 60 more public visits to the president’s home to catch up with “Douglas Shulman.”

The visitor logs do not give a complete picture of White House access. Some high-level officials get cleared for access and do not have to sign in during visits. A Washington Post database of visitor log records cautions,“The log may include some scheduled visits that did not take place and exclude visits by members of Congress, top officials and others who are not required to sign in at security gates.”

The White House press office declined to comment on which visits by high-ranking officials do and do not get recorded in the visitor log, but it is probable that the vast majority of visits by major Cabinet members do not end up in the public record.

Republican who ran against Durbin: Lois Lerner told me never to run for office again
Former Illinois state representative Al Salvi, who ran as a Republican against Democrat Dick Durbin in his state’s 1996 U.S. Senate race, said that embattled IRS official Lois Lerner intimidated him in her then-capacity as a Federal Elections Commission (FEC) official and told him she would drop various complaints against him if he never ran for office again.

Lerner is currently on administrative leave from her position at the IRS, where she oversaw groups’ applications for tax-exempt nonprofit status, and where she admittedly targeted conservative nonprofit groups for extra scrutiny.

Salvi told Illinois Review this week that he went head-to-head with Lerner after his 1996 electoral loss to Durbin, when she was head of the commission’s Enforcement Division. The FEC hit his campaign committee with a small handful of complaints related to a $1.1 million personal loan he made to his campaign in its final weeks.

Though a federal district court dismissed the case against Salvi, the FEC appealed it to the 7th U.S. District Court of Appeals, and featured Salvi’s case multiple times in the official FEC magazine.

Salvi said that Lerner offered to drop the case if Salvi agreed never to run for office again.

“She said,‘If you promise to never run for office again, we’ll drop this case,’” Salvi said, noting that he thought Lerner was helping Durbin keep him out of Illinois politics in the future.

The case was eventually dropped in 2000, by which time Salvi had reportedly racked up nearly $100,000 in legal fees. A judge ruled that Salvi’s loan to his own campaign was completely legal, according to Salvi.

“I didn’t plead the Fifth,” Salvi, who went on to become a radio talk show host, told Illinois Review, a reference to Lerner pleading the Fifth Amendment in congressional testimony to avoid incriminating herself in the IRS scandal.

Durbin wrote a 2010 letter requesting that the IRS scrutinize the tax-exempt nonprofit status of conservative groups like Crossroads GPS.

It’s Time for Eric Holder to Resign

The attorney general’s conduct in trying to pass off the James Rosen subpoena as falling under the Espionage Act proves that he is abusing his office. Pentagon papers lawyer James Goodale has seen this before—in Richard Nixon.

Attorney General Eric Holder should resign for his role in the James Rosen case. He signed off on a search warrant to Rosen, a Fox News reporter. This warrant treated Rosen as a common criminal. It sets a terrible precedent. Holder should resign to erase this precedent.

If a reporter steps over the line drawn by the Justice Department, he or she may become a criminal.

In short, the the Obama administration has criminalized the news-gathering process.
