Senate Banking Committee chairman Chris Dodd (D) called a Bush proposal for an independent agency to regulate the two entities "ill-advised."

However, Republicans had a majority in the Senate and controlled the agenda and, since the bill was never brought up for a vote in the Senate, Democrats never got the chance to vote against it or to mount a filibuster to block it.

Didn't the GOP have contol of Congress in all those years you listed? So even if the Democrats opposed that legislation, it would have been a moot point....unless the GOP opposed it too, as they all vote in lock step

so what was your point again, except that the recession started during Bush's watch....Just like the single deadliest attack on U.S. soil happened during Bush's watch.....just like the worst foreign policy fiasco, the Iraq war, was started by Bush/Cheney...
