That is crazy! Labs pay for animals. That alone should deter facilities that care about "forever" homes from practices like this entirely. The CASPCA does a phenomenal job, but the return rate is higher than facilities that don't adopt out at all cost. Every time an animal moves through a home it runs the risk of picking up problematic behavior that might have otherwise never been present.
The CASPCA should never adopt out animals for less than the going rate at labs statewide.

Free is never a good idea. If a small adoption fee deters someone from adopting, then they don't need to adopt. Poor judgment, CASPCA.

Free to get and use for all kinds of bait. And these people say they care about animals but will turn around and give them out for free!
