Throw under you house lots of mothballs (naphtalene). I've heard cats (and many other animals) just can't stand the smell of it. I've never tested it, though.

You can also buy a cage, trap the cats and call the SPCA to have them removed one at a time. Could take some time depending on the number of tomcats fans that neighbour bitchcat has...
