Monday night there were 72,299 spectators stuffed into Ford Field to witness a succinct demonstration of something that most of us who follow the sport closely were convinced of as early as a year ago: The North Carolina Tar Heels are the best team, and then some, that college basketball had to offer during the 2008-09 season.

Focus on that $296 billion over budget. That is money that should have gone to build more F-22's and C-17's. The defense of this country is being shortchanged by poor management of costs by the service acquisition staffs. It isn't that the US does not need more F-22's to replace the several hundred F-15's that will be retired in the next decade, it is because the Air Force is utterly incapable of managing a weapons program effectively. There is no incentive for acquisitions staff to minimize spending. The bullets in one's evaluation, and the associated promotions all come from bringing the new system into service. Cost considerations are neither rewarded or punished. There is no incentinve either for the uniformed members, the flag rank officers, Generals and Admirals, to cut costs. No one's job depends on saving money. It is an institutional problem. There is too rapid a turn over among the service acquisitions personnel as well, especially among the uniformed staff. People move from one job to another every three to four years, so no one ever takes a program from inception to full operating capability. Once someone moves on it's the next person's problem.
