that the people spearheading the change are idiots, and the outcome is quite predictable - Churn, money wasted, nothing in the way of improvement.

Ask yourself, after two decades of supposed "improvements" and "change". Have your taxes gone up or down? What is the point of upgrades, if they only end up costing more money? Is your quality of life better because you can now check out your own books at the library? Has the staff replaced by these "improvements", has their quality of life improved? Is the library asking for more money or less to make further "upgrades"?
