Some are pretty bad. They are often given a disadvantage in the college draft, and have to select players that the other teams do not want, for various reasons. Many people thought that talent-wise, the 2004-05 Bobcats were the worst team in NBA history. They finished 18-64. Hardly great, but not the worst team in history. The 2002 Houston Texans had if not the worst, one of the worst offenses in NFL history. They finished 4-12. Again, hardly great, but not the worst team ever, even being expansion, and having the worst offensive productivity ever. They were twice as good as the 2012 Chiefs and Jaguars, they each went 2-14, and have no excuses. The 1995-96 Toronto Raptors were 21-61, the Grizzlies were worse than the Bobcats in their respective first years. 14-68, with a 19 game losing streak in there. They drafted Bryant "Big Country" Reeves, and never recovered. No room for error in the college draft for expansion teams. The 2002 Texans were terrible on offense, because they had NO offensive line, and they drafted a bust with the first pick, David Carr. The Vancouver Grizzlies had even more pressure to draft well, because the league didn't allow them a top three pick in the draft in their first season. The NFL has no such rule, and by the time the Bobcats entered the league, the NBA had gotten rid of the rule as well. In 1999, the expansion Cleveland Browns got the first pick in the draft, and selected a bust-quarterback from Kentucky, Tim Couch. Hope that helps. Take it easy.

I mean the expansion draft, when I say select players other teams don't want. Worst expansion team ever:'76 Tampa Bay Buccaneers. They went 0-14, and then lost their first 12 games of the '77 season. 26 straight losses, before they got their first win as a franchise. After one of the games during the streak, a reporter asked their coach, "how did you feel about your teams execution today?" He said, "I'm all for it." haha. True story.
