Why doesn't Nascar just award the same number of points for everyone who finishes, say, 38th or worse? Then, when someone is 10, 20, or more laps down and driving a piece of junk and getting in everyone's way, Nascar can tell them to get off the track and take their 38th place points. Especially on short tracks, there's no excuse to be on the track when you're ten laps down.
