Good, now they need to catch the ones throwing garbage out thier car windows now, and go fine the flea markets for when after they close, people leave their crap all over the place. 10,000 is not stiff enough, i say fine 1 million and if people cant afford it, then they work it off by going around and pick up the trash on side of roads.

Ha! Ridiculous, funny that someone related this to littering. Oh yah, dirt got in a creek, sounds awful and definitely deserves a million dollar fine. Read the story before posting Einstein.
