I think the single car teams should form their own co-op and share information and help each other out on the track. If you can't beat the multi car teams join them.
Also I think it is a form of legalized cheating for a number of these multi car teams to have drivers that are not only in Nextel but also in Bush and/or Truck series. It gives them a distinct unfair advantage over teams that can not afford to do this. Not only that but it takes a driving slot away from some good drivers who would like to be able to drive.

It is a shame there is very little incentive for new single car teams to try to jump in and compete in NASCAR. Your idea would be one way along with "smaller" sponsors who have partnerships with each other, to each have their own single car team and work together through their partnership (for increasing funding). The money is the key. Again, as you said single teams must share something in order to compete with the well funded multi-car teams.
