Rain-out Starting Line-up Question

For a recent Nationwide race (believe it was Talladega), because qualifying was rained-out, the starting field was set according to points. Why then were Cup series drivers (who do not accumulate Nationwide points) allowed to line-up ahead of numerous Nationwide regulars, several being in the top 10?
