Good point, the driver drama does draw ratings, but still how far is too far? The Kyle Busch-Kevin harvick incident is too far in my eyes being that it endangered safety.

Harvick's car was not "spun" into the pit wall. It was out of gear, and perhaps not so gently rolled into the wall.
Harvick was the knucklehead who got out of his car on the entrance to pit row. He should be fined for that behavior, irrespective of any other fines.
