Did Toyota Make a Mistake De-Tuning Their Engines?

Prior to Sunday's Pocono race, Toyota announced they detuned their engines and gave-up horsepower for added reliability. That lack of horsepower was evident throughout the race.
I'd rather have the horsepower and roll the dice on a possible engine failure. That strategy may not win a championship, but I've never been a fan of slow and steady.
