I know how cowardly officials are regarding the gangs but how does the average citizen see them?

Are we looking in the mirror as to what shall happen to the U.S.?

If you are delusional enough to think that the cartels invented drug gangs, you are too historically ignorant to be aware of Capone, The Purple Gang, Muder Inc, the Pendergast rule of Kansas City - it would be easy to go on and on regarding the disaster that was the last Prohibition. And if you insist on staying with more recent events, let's look at the Crips and Bloods - to you think South Central is safer than Monterrey? Crack was the foundation of both gangs and gangsta' rap is English for Narcocarridas. Demand can only be reduced by education. In the drug war as it has been pursued, the winners are corporate prisons, corrupt cops, gangs, cartels, and, of course, drugs.
