Imagine that. I suppose the crime lords realize that cut-off heads invoke a special type of fear.
Who would want to be some drug trafficker who ripped off his boss, didn't think he should pay up all he owed? Someone who failed to live up to his end of a deal now faces losing his head and I'll bet this is not made painless.
